Does Mystic's Attuned give an extra Psionic when I tax by copying or pivoting, and can I spend it that turn?

Yes, it gives an extra resource rather than an extra tax, so the once-per-city limit doesn't block it. But it comes after Prelude has ended, so you can't use it for Prelude actions that turn.
