Do modifiers apply to New Actions such as Elder Broker's Trade (Tax) or Nurture (Build)?

Modifiers don't modify the new action itself, but they do modify standard actions inside it. So a Tax modifier like Firebrand applies to the Tax inside Living Structures' Nurture (Build), but not to Trade (Tax) as a whole. A misleading FAQ wording suggesting otherwise was a typo.
