A Loyal card lets you treat a resource of any type as the card's type for its action, for example any resource as Material. The spent resource is used as X, not its own type, so an Outraged resource can be spent that way, but it doesn't count toward ambitions as the X type. Loyal cards also grant specific Outrage exceptions, such as Loyal Keeper ignoring Relic Outrage.
