Why can Force Beams ignore the Rebel's movement limit but Predictive Sensors cannot?
The rulebook states this directly.

The Rebel's limit uses the word 'cannot', which is absolute and only a card that says 'ignore' can override. Force Beams says ignore; Predictive Sensors doesn't.
