How is Power halved between Acts?

At the intermission after Acts I and II, you first lose Power equal to your mission marker space if you failed your mission, then halve your Power if you have more than 1, rounding so you lose less. Power carries over, for example 8 plus 16 new points becomes 24, halved to 12. Negative Power isn't halved. The Act III winner has the most Power in total, or completes a C Fate's final mission.
