How does the Pirate's Act II objective score: per resource type or per rival?

Per resource type. For each type you advance 2 only if your Pirate Hoard has more of it than each rival, beaten individually. Resources on the Imperial Trust count as yours, and in a 2-player game the ambition-box resources count as a Rival.
