An Outlaw may choose a Regent or the Empire as the defender; other Outlaws are normal rivals and can be attacked. If the Empire defends, destroyed Outlaw pieces go to the First Regent as Trophies; if there is no First Regent they go back to the Outlaw. Against a Regent, the Regent adds Imperial ships and takes the Trophies.
