What happens to the Imperial Council card when secured, and can it be flipped back?

It never leaves the Court: you tuck it under your played card as a reminder and return it, Decided side up, to the court row at the end of the round, as an extra card beside the normal Court. A Decided Council can't be influenced or secured until someone flips it back to In Session (for example by calling a Summit and petitioning the Council); flipping it back is optional.
