When are Free cities placed in setup, and can a Free starport be used?
Several experienced players agree; no official ruling.

After the per-player setup, as a global step: a Free city goes in every empty building slot on planets with Imperial ships. The step calls for cities, so Free starports can't substitute. Free starports otherwise come from Fate effects such as commissioning a Flagship.
