The Empire controls any system with at least one fresh Imperial ship, regardless of Loyal ships. On their own turn a Regent controls such a system if they have any Loyal piece there. The First Regent additionally controls Empire-controlled systems when scoring ambitions and objectives and resolving events, but not for turn actions such as Repair, which still need a Loyal piece.
