Can a player with a C Fate still win on Power, and what does a final mission need?

Yes. The final mission is an extra way to win, not a replacement. It requires your mission marker on 0 and at least 1 Power at the end of a chapter, and winning that way beats winning on points. Without it you can still win at the end of chapter 4 with the most Power.
