Every system with Blight gets a crisis, even if no ships are there; the dice only matter for Blight Looms. In each system, every player there takes one hit from the Blight, or three if the Blight is fresh, with Imperial ships taking damage before Loyal ships. Blight doesn't damage buildings directly.
