What do the numbers beside the ambition boxes mean?
The rulebook states this directly.

They are the action card numbers that can declare each ambition: a 2 card declares Tycoon, 3 Tyrant, 4 Warlord, 5 Keeper, 6 Empath. 1 cards (4 players only) declare nothing and 7 cards (4 players only) can declare any ambition.
