Components
- Set of Law cards (5)
- Global Immunity Indicator (GWO) (1)
- Player aid cards (5)
- Deck of cards (99)
The deck is made of 99 cards that serve a dual function: turned face down (reverse side up) they act as money, and turned face up (obverse side up) they are subject to the rules of their own card category.
Variants
The game has two variants: the simplified variant and the full variant. This is so that new players can learn it more easily. Skip the extended rules in your first game, but do not be afraid to include them once all the basic rules are clear to you; this makes the game even more interesting.
- Simplified variant: the basic rules, without the Global Immunity Indicator and epidemics.
- Full variant: adds the Global Immunity Indicator (GWO), epidemics and the Altruistic Vaccination and Chickenpox Party options.
Goal of the Game
The game ends when, after a complete round of play (meaning every player has been the Active Player the same number of times), one of the players has reached at least the number of points in the table below. The player with the most Image points wins.
| Players | Minimum Image points to end the game |
|---|---|
| 2 players | 13 |
| 3 players | 12 |
| 4 players | 11 |
| 5 players | 10 |
Your Image is made up of points for:
- Laws enacted,
- investments in Products,
- negative points for hypocrisy (submitting to vaccination).
The game also ends when all Laws have been enacted. Finish the round and count the points.
From zero to charlatan: At the start of the game you have nothing except money (that is, no Vaccines, Laws, Influences, Products or Actions). Everything you must get for yourself!
Setup
Simplified variant:
- Deal each player 5 face-down money cards from the deck, as shown in the illustration. Do not look at them!
- Lay out 5 Law cards in any order (example in the illustration).
- The first Active Player is the person who most recently visited a doctor.
Full variant:
- Lay out 5 Law cards.
- Deal each player 5 face-down money cards from the deck.
- The first Active Player is the person who most recently visited a doctor.
- Set the Global Immunity Indicator (GWO) to 99% (as in the illustration).
Note: 4 of the Laws have a 2-player variant on their reverse side.
Round and Turn Structure
The game consists of rounds made up of turns, in which the players take turns one after another to become the Active Player (AP). Players take their turns in turn order, clockwise. A turn consists of 4 phases, which the AP carries out in the given order:
- ENACTING A LAW
- ANTI-SOCIAL ACTIONS (or CHICKENPOX PARTY)
- CASHING IN PROFITS
- INVESTMENTS (all players)
Phase 2 is marked 2* in the rules summary ("2* OR CHICKENPOX PARTY"): the Chickenpox Party is an alternative to Phase 2, described under the full variant below.
Phase 1: Enacting a Law
Simplified variant: at the start of the game, skip this phase. If in earlier turns you obtained the Influence cards required to enact one of the Laws (compare the building pictures on the cards), you may discard them to the discard pile in order to take that Law and place it in front of you. Use your most official tone of voice and inform the others which Law has come into force!
Full variant: if in earlier turns you obtained the Influence cards required to enact one of the Laws (compare the building pictures on the cards), you may discard them to the discard pile in order to take that Law, place it in front of you, and lower the Global Immunity Indicator. Use your most official tone of voice and inform the others which Law has come into force!
2-player variant (both variants): you must enact a Law if you have the required Influence cards.
The Law taken by the AP stays in front of that player and gives them Image points (see Laws below).
Phase 2: Anti-Social Actions
During this phase you repeatedly reveal one card at a time from the deck, resolve its effect, and decide whether to continue revealing cards or to move on to PHASE 3.
Resolving cards:
- EVENTS: follow the description, then place the card on the table;
- INFLUENCES / PRODUCTS / ACTIONS: place the card on the table;
- DISEASES: place the card on the table. If it is the first card of that disease and you were vaccinated against it in an earlier turn, you may neutralise it: turn it 90°.
Revealing a second card of the same non-neutralised disease means your turn has ended in failure: you have been defeated by the disease (and by your own greed). You must discard all cards revealed in this turn, you do not gain any money, and nobody may buy anything. An example of Phase 2 is shown on page 6 of the rulebook.
Full variant: if a disease is in EPIDEMIC, its first non-neutralised card already has the same effect. See the Global Immunity Indicator section below.
Phase 3: Cashing In Profits
Did you survive? Now comes the reward! Draw from the deck as many face-down money cards as the number of cards you have just revealed.
Full variant: see Altruistic Vaccination below for the reward in that case.
Phase 4: Investments
In this phase each player may take 1 of the face-up cards. The AP has priority.
You may take one Action or Vaccine for free. If you wish to invest in a Product or an Influence, you must pay the price printed on the card, placing the money on the discard pile. The other players then choose one card each (or pass) in turn order. All cards a player owns are face up; keep them on the table in front of you.
- Neutralised Diseases: these too may be taken as Vaccines. Remember that you can be vaccinated against each disease only once.
- Action cards: you may hold only 1 Action card. If you already have one and wish to take a new Action, you must discard the old card.
Your turn now ends. Discard all other cards you revealed in this turn to the discard pile. The next person becomes the Active Player and begins their turn.
If the deck runs out, shuffle the discard pile to form a new deck. Nobody may look through the discard pile.
Card Types
The deck contains 99 cards in five categories:
- PRODUCTS (17)
- INFLUENCES (20)
- EVENTS (4)
- ACTIONS (16)
- DISEASES / VACCINES (42)
On Product cards, the Image points are shown at top left and the price at top right. On Law cards, the Image points are at top left and the effect on the GWO at top right.
Money
Face-down cards serve as the player's money. In that context their face has no significance and must not be checked.
- Denomination: at any moment you may exchange 5 banknotes of value 1 for one banknote of value 5. To do this, discard four banknotes and turn the fifth by 180°. Another player may at any time ask you to shuffle and/or denominate your money.
- Change: always before spending money, you may exchange a banknote of value 5 for 5 banknotes of value 1.
Example (Phase 2): you began your turn holding a set of money and 2 Vaccines: against Mumps and against Rubella. You have just revealed 5 cards and must decide: cash in your profits now, or continue revealing cards? If you cash in now, you will receive as many money cards as the number of cards revealed so far. You began the turn holding some money and revealed 5 cards, so you still lack enough money to invest in Sauerkraut Tablets. Revealing one more card will change the situation, but:
- If it is another Mumps card, you cannot neutralise it: your turn ends in failure and you lose the whole potential profit. At least you need not fear Rubella yet, since your vaccine neutralised the first card of that disease. A hard decision, right?
Laws
Law cards are revealed at the start of the game. To enact a Law you must first obtain the Influence cards it requires, as shown by the building pictures on the Law card. After it is enacted, the Law is taken by the AP, giving them Image points.
Law cards are double-sided, with two variants: one for 3+ players and one for 2 players.
Each Law card shows, at top left, its Image points, and at top right its effect on the GWO (full variant only). The five Laws are:
| Law | Effect | Image points | Effect on GWO |
|---|---|---|---|
| Act on Doctors | Equalising the legal status of doctors and quacks | 6 | -1 |
| Act on Diseases | Every disease is classified as NOP | 6 | -1 |
| Act on Homeopathy | Reimbursement of homeopathic products | 6 | -1 |
| Act on Media | Ban on citing scientific research in public media | 6 | -1 |
| Act on Vaccination | Abolition of mandatory vaccination | 9 | -2 |
Full variant: enacting a Law also lowers the Global Immunity Indicator (GWO) by the amount shown.
Products
Investing in Products is the second way of building your Image.
The deck contains 17 unique Product cards:
- 8 Products giving 2 Image points each;
- 6 Products giving 3 Image points each;
- 3 Products giving 4 Image points each.
Each Product card shows its Image points at top left and its price at top right. For example, an Image-3 Product costing 10 is an E-learning course for breast enlargement through hypnosis. Products are bought in Phase 4 by paying their price.
Influences
Influences are required to enact Laws; in themselves they do not give Image points.
There are 5 types of Influence: Sejm (Parliament), Kindergarten (Przedszkole), Corporation, Festival and Media. In the deck each Influence card appears in 4 copies (20).
Events
Events are one-off cards that act on all players at the moment the card is revealed.
The deck contains 4 unique Event cards.
- Chief Sanitary Inspector Raps About Vaccines (+1): Simplified variant: nothing happens. Full variant: the Global Immunity Indicator rises by 1 level.
Actions
Actions are one-off cards whose effect is described on the card. Actions are free, but you may hold only 1 Action card at a time.
- Each card states when it may be used.
- In case of conflict, play cards in turn order.
- After its effect is resolved, the card is discarded.
The deck contains 8 Action card types, 2 copies of each (16).
- Extortion of a Bribe: play immediately after taking it. The other players give you 1 money. 2-player variant: the other player gives you 2 money.
Diseases and Vaccines
Diseases may spoil your plans. If you reveal two cards of the same non-neutralised disease, your turn ends in failure: you must discard all cards revealed in this turn, you do not receive any money, and nobody may buy anything.
The total number of Diseases in the deck is 42. The diseases are Measles (Odra), Pertussis (Krztusiec), Diphtheria (Błonica), Rubella (Różyczka) and Mumps (Świnka). Each Disease card shows -1 Image point, the negative points for hypocrisy (submitting to vaccination).
Disease cards may be used as Vaccines. In Phase 4 you may take such a card for free (keeping in mind the limit of 1 card per turn). Each Vaccine allows you to neutralise the first revealed card of that disease: turn the neutralised disease 90°. Neutralised diseases are not taken into account when checking whether a player's turn ended in failure. You may be vaccinated against each disease only once. Vaccines work in every turn.
Doctor's advice: Vaccinate against all diseases to minimise the risk of losing your turn!
Full Variant: Global Immunity Indicator (GWO)
The Global Immunity Indicator (GWO) shows the percentage of vaccinated people in society, together with the possible consequences of its decline. In our game the GWO illustrates this real-world relationship: the lower it is, the more epidemics there are.
The GWO is divided into levels, marked by colours. Events and enacting Laws change the GWO level. To change the GWO level, slide the card to the right (+) or to the left (-) so that a whole level is covered or uncovered.
Epidemic: an EPIDEMIC means that revealing the first card of a given disease already interrupts your turn, if you are not vaccinated against it. Each disease has its own "safety threshold"; below it, the probability of an epidemic statistically rises.
Example: for Measles (Odra) this threshold is 95%, and for Pertussis (Krztusiec) it is 92%. This means that at the start of the game (99% vaccinated) there is no epidemic. When the indicator falls to 95%, a Measles epidemic breaks out first; when it falls to 92%, a Pertussis epidemic additionally breaks out.
Doctor's advice: Encourage your opponents to get vaccinated! The more vaccinated players there are, the fewer Disease cards remain in the deck. The risk that your turn ends in failure falls!
Full Variant: Phase 2 Continued and Altruistic Vaccination
Revealing a second card of the same non-neutralised disease means your turn has ended in failure: you have been defeated by the disease (and by your own greed). If an EPIDEMIC of that disease is in progress, its first non-neutralised card already has the same effect.
Altruistic Vaccination: the only rescue is an Altruistic Vaccination. One of the other players (in turn order) may now vaccinate with the last revealed Disease card to save you from losing your money. Proceed immediately to PHASE 3 to cash in your profits.
- Reward: the rescuer, as the only player in this turn, may take 1 of the revealed cards in PHASE 4 (paying its normal cost).
If nobody decides to make an Altruistic Vaccination, you must discard all revealed cards, you do not gain any money, and nobody may take anything. Remember: only players who were not vaccinated against the last revealed disease can rescue you!
Note: during a Chickenpox Party, the Active Player cannot be rescued by Altruistic Vaccination.
Full Variant: Phase 2* Chickenpox Party
Instead of revealing cards one at a time, you may decide to take an additional risk and reveal several cards at once. Greater risk means a greater reward!
Declare how many cards you want to reveal in this turn (any number) and reveal them. If no disease defeated you, you may take 2 cards at once in PHASE 4. Event cards are resolved only if no disease has defeated you. If you revealed more than 1 Event, you decide the order in which they are resolved. Then PHASE 3 begins.
Full Variant: Phase 3 Continued
Did you survive? Now comes the reward! Draw from the deck as many face-down money cards as the number of cards you have just revealed.
Altruistic Vaccination: for the last revealed Disease card you also receive money, the same as for the other cards. Thank the player who rescued you!
Phase 4 in the Full Variant
The Investments phase is the same as in the simplified variant (see Phase 4 above).
Alternative Global Immunity Indicator
Note: play at least a few games in the Full Variant before using the Alternative Global Immunity Indicator!
On the reverse sides of the player aid cards you will find fragments of the Alternative GWO. Before starting the game, shuffle them and lay them out from right to left. The standard GWO can be put back in the box, because epidemics during the game will break out in a random order!
Example: during the game the GWO fell by two levels, which means an epidemic of Rubella and of Pertussis.
Scoring and Tie-Breaks
Your Image at the end of the game determines your title:
| Image | Title |
|---|---|
| 10+ | Hochsztapler (Impostor) |
| 8–9 | Szarlatan (Charlatan) |
| 5–7 | Manipulator |
| 1–4 | Łapserdak (Scoundrel) |
| 0 or less | Secret Agent of GIS (Główny Inspektorat Sanitarny, the Chief Sanitary Inspectorate) |
If there is a tie on points, compare:
- the amount of money,
- the number of points for Laws,
- the number of points for Laws and Products (without the negative points for Vaccines).
If the First President still cannot be determined, the game ends in a draw.
