How does targeting work, and what is the maximum?

A participant's targeting value is the number of its ships in the active region plus bonuses, capped at 5. After rolling, every die below that value is rerolled until it meets it; bonuses past 5 change nothing. A bonus applies to all ships, energy doesn't raise targeting, and developments add dice, not targeting. Raiders have targeting 1 plus bonuses, except S-Class raiders, which use their number of ships. Mecharon's Convergence still gives +1 targeting at six dice.
