Can I build a development with a transport I am launching onto a planet in the same turn?

Not as part of the launch itself: a development needs a transport already on the planet when you take the Development Office action, and the timing doesn't allow launching and developing with the same transport. A card such as Stealth Maneuver can get a transport into place beforehand.
