How do I set up the Quasar or Vortex tiles, including in a 2-player game?

Choose either both Quasars or both Vortexes. Place them first, on their marked spaces, before the starting tiles, and don't remove anything for them; place the usual number of planets and Alliance Bases around them. The die numbers on the tiles replace the nebula numbers for placing raiders. Using the tiles is optional in any player count.
