Where do leaders and nebula moons go during setup?
Several players agree and one designer post confirms the nebula moons.

Each player places one leader on every Alliance Base and two on the nebulas indicated by the setup roll; none start on planets. One face-up nebula moon goes on each nebula space at the top of the board. If you use the twelve ancient nebula moons, the two in each space sit separately face up and the launching player may choose either.
