What can a repair action do, and when does it give 1 VP?

Each repair does one thing: move a ship from the Scrapyard to the Repair Barge, remove a damage marker from a shield, or repair a module. A single action with several repairs lets you choose differently each time. Only if you have nothing at all to repair do you gain 1 VP, so a damaged shield or module must be repaired first. That still applies at the Shipyard, even if you could build a ship instead, and you can repair only your own things.
