When are the module columns refilled?
The rulebook's rule 5 states the refresh timing.

After each unique module-gaining action, with a single field visit (even for two modules) counting as one action. A free action that gains a module in the middle of another action refills on its own. Free modules from a card must be chosen from the available ones unless the card says to draw from the stack.
