Can a Heavy Cruiser use Jump before launching, and can I pay for Jump on a first launch?
The rulebook defines Jump and posts agree on these points.

Jump changes a ship's range when it launches or moves; it doesn't move the cruiser by itself, so you can't jump before a launch unless a card allows it. You may pay 1 energy even when range doesn't matter, but it is wasteful.
