Can a Hornet be used as a free action to take a region's action, including a nebula?
Yes — a Hornet you hold can be placed in any unoccupied region as a free action on your turn, including a nebula, and performs that region's action (including a nebula moon). No range or Voyage limit applies, and because it is not a launch it triggers no escalation or battle. Stealth Maneuver, by contrast, places a ship without performing the action.
