Does Patron Valerian let me place two Exosuits in one turn?
The designer said it was never a free action; the current rulebook text has since changed the ability.

No. Under the original ability the free scientist in a powered Exosuit was your action for the turn, never a second placement, and the designer said it was never a free action. The current rulebook has replaced it with Neuroenhancement, where his Scientists count as Geniuses.
