Should a 3-player game use the 2-3 player side of the main board?
The setup rules say to use the two-slot side for 2 or 3 players, and the designer endorsed it.

Yes — use the side with two hex slots per Capital action, as the rulebook says for 2 or 3 players. The designer supports playing three players on that smaller board; the 4-player side loosens the board too much after Impact.
