Do Superprojects count as buildings for evacuation or end-game conditions?
The designer said Superprojects are not buildings and named the exceptions.

Generally no. For the base 'three of a building type' conditions, a Superproject does not count; only Harmony B's six-spots condition and a Progress condition count them, and they do count toward the most-occupied-spots end condition.
