How does the Grand Reservoir discount work?
The designer ruled on the discount and trade, and a publisher account on the order.

It takes 1 off the water cost of one worker action per action round, and only if that action actually costs water. It does not apply to Trade with Nomads, because trading is not a cost. If Building 312 also applies, 312 halves first (rounding up) and the Reservoir then takes 1 off.
