Is evacuating required to win, and do I spend the assets that the condition counts?
The rulebook says you keep the assets, and the designer confirmed optionality and the worker count.

Evacuating is optional, and you can win without it, though it is a big source of points. You don't spend anything: the Path board's top line just has to be met when you take the action, and the lower line scores per item you hold, which you keep. Workers on the board or in the Tired column all count. Geniuses do not stand in for specific worker types.
