No to both. Like a human player it only removes Warp tiles from past Eras, so if only current-Era tiles remain the action fails and it takes 2 Water and 1 VP instead. It also chooses Superprojects only from the current or past Eras, never ones ahead on the Timeline, and needs no Power Plant to time travel.
