What does the Chronobot do on a Supply/Recruit roll when its Morale is already at the end of the track?

With at least 7 Water it takes 2 Water and 1 VP; with less than 7 it takes a Recruit action instead, and if it cannot recruit it takes the 2 Water and 1 VP. The official FAQ also lists a harder variant.
