Do Anomalies and Superprojects count as occupied spots for the most-occupied-spots condition?

Yes. Any building, Superproject or Anomaly covering a spot counts; workers standing on them don't. The same goes for Harmony B's six-spot Evacuation base condition, but only real buildings count for its Building and Administrator pair reward.
