When I gain an Anomaly, must I retrieve a Warp tile, and can it be an opponent's?
The designer answered both parts directly, and the rulebook says 'may choose to retrieve one of their Warp tiles'.

No to both. Retrieving a Warp tile is optional — you may leave it and pay it back later through Focus, which scores Time Travel points. It can only be one of your own Warp tiles, from any Timeline tile.
