Each round, up to 3 times, you may pay 1 Tea Leaf from the general supply and use it as if it were either an Iron ore OR a Stone as part of resolving an action.

In addition, before placing your first Worker of the round, you may pay 1 Chai to get your third Worker from the Tea Stall and use it this round.

Note: the card's printed icons show the Tea Leaf (x3 for each round) being exchanged for a block resource, and the Chai (teapot with leaf) being exchanged for a Worker. The base rulebook calls the space where the third Worker is kept the Tea House; the promo's own description says "Tea Stall", and that wording is kept here as printed.
