Age of Steam
Can I urbanize a town that has no track on it or connected to it?
The rulebook says any Town hex, free of charge, with track still allowed.

Yes. Any town hex may be urbanized, connected or not. Any New City tile can be used in any order, placement is free, and you may still build your full allowance of track.
