Can a town be built with a standard or complex tile instead of a Dedicated Town tile?
The rulebook allows simple or complex tiles in towns with a Town disk.

Yes. A simple or complex tile with a Town disk works in a town hex; the town connects all its track. The white-disc town tile is needed only for an odd number of exits.
