Can I swap the complex tile under a town for another with the same exits, and does it cost anything?
The designer said no new track is built and there is no charge.

Yes. Any tile with the same exits works under a town, and swapping to free up a complex piece is not a track build, so it costs nothing. A town overlay tile can be reclaimed later if a replacement keeps all connections.
