On the St. Lucia map, can I build incomplete track around a metropolis to block opponents?
One hedged reply, consistent with the unfinished-track rule in the rulebook.

It is legal in principle, but every incomplete section must be extended on your next turn or you lose it, letting your opponent continue it.
