With the Production action, can I place cubes in any empty box of the Goods Display?
The rulebook says the two cubes go on any two empty boxes of the Goods Display.

Yes. The two drawn cubes may go on any two empty boxes, not only the ones nearest to being drawn. Placing a cube in a lower row can keep better spots for later.
