On Ukraine, does a Civil Disorder token block cube production?
A relayed ruling from the designer, not a direct post.

No. The designer's ruling, relayed by another poster, is that Civil Disorder affects only the Move Goods phase and not production. The map text says no goods may enter or leave the chosen hex until the next Move Goods phase.
