Age of Steam
On the Mississippi Steamboats map, do cubes get placed on a steamboat when it is placed, or can cubes be moved onto one?

No to both. A steamboat placed on the river does not receive goods, and cubes are not moved onto a steamboat to be carried later, since urbanization does not normally come with cubes.
