On Everest, does the Summit Route count as one link even though it sits in the Death Zone?

The Summit Route is a single pre-printed link, so it still needs two engine levels to climb. The designer confirmed it is a one-link route. The thread does not settle whether Death Zone penalties also apply; a replier thinks they do.
