Do New Cities start with goods, and when do they receive cubes?
The designer stated New Cities receive cubes from the chart when their number is rolled.

They start empty. A New City on the map only gets cubes during Goods Growth, when the number above its column is rolled. New Cities not yet placed on the map get nothing.
