Can the first bidder pass without bidding, or must they bid at least $1?
The rulebook says the first player bids $1 or more or drops out, and $0 bids are disallowed.

They must bid at least $1 to stay in; $0 bids are not allowed. Otherwise they drop out and go to the last turn-order spot, unless they hold the Turn Order action, which lets them pass once and remain in the bidding.
