Are track tiles, town disks, goods cubes and ownership markers limited to what is in the box?

Yes — tiles, Town disks, goods and track ownership markers are all hard limits, and you cannot build or place more once the supply runs out, unless a map's rules say otherwise. Money is the exception: it is not a component limit. Several maps are designed around running out of particular tiles.
