Can you upgrade the Locomotive twice in one turn on Ireland by skipping goods shipments?
A community player states the rule and a designer post does not contradict it, but no designer ruling addresses it directly.

In Ireland, choosing the Locomotive action removes the once-per-turn limit, so you can skip both goods rounds and upgrade twice. The base game limit of once per turn still applies elsewhere.
