Yes. Treat the first part as placing Ventiss on his starting square after he hops off the griffon, then the next clause applies: he moves toward the closest hero and makes a basic attack. While a Griffon is still alive it is the worst card in that fight, and some groups simply focus Ventiss down and skip the bonus.
