Does a single printed range number, like 4, mean 1 to 4 squares?
The designer agreed in 2021 that a single number is a maximum, and the rulebook's Targeting and Range says the same.

Yes. A single number is a maximum, so range 4 covers every distance from 1 to 4. Only ranges printed as a span, such as 2-3, exclude closer targets. This applies to enemies too, for example a Hobgoblin Champion's Net or Pawl's attacks.
