Do I need 4 cards to use a revive potion, and can my deck drop below 4 afterwards?
The designer answered this in 2021, and the rulebook notes the 4 card minimum.

You need at least 4 cards when you decide to use it. After the potion removes cards from the top of your deck you may drop below 4 and continue with a smaller hand. Trimming your deck below four cards at level-up means you can never use a potion.
