Can I move through enemies or other heroes?
The rulebook states you cannot move through other characters unless an ability allows it.

No, unless an ability allows it. Characters means heroes, bosses and minions alike, so none of them can be passed through during normal movement, and Wraiths' Shapeless Void is an example of an ability that does allow it.
