How do Market Perks and the Codex work?
The designer clarified both points in 2021.

Revealing the two random Market Perks is free; each one you want to buy costs 1 gold and unbought ones return to the Supply Perks pile. The Codex decrypts the Encrypted Note just like the 1-gold option, and you do not receive the note twice.
