Does the not-equal symbol on a card (such as Cl4rke or Charlemagne) mean every move must be on a different planet?

Players differ on a few cards; no official ruling.

The not-equal symbol compares against the planet moved in the preceding step of that effect, and the automatic influence in the card's left column is ignored. For Cl4rke you can move purple, purple again, then red twice. Charlemagne must move three different planets (one may be Terra, which already moved from the card's base influence), though one player disputes this. A card without the symbol has no such restriction.
